The researcher Dammoun Ali Al-Muqri obtained her master’s degree from the University of Paris VIII with her thesis: “Cultural Cooperation between France and Saudi Arabia – Al-Ula as a Model.” The research falls within the framework of European and international studies, specializing in policies and cultural management in Europe. The thesis addressed the cultural relations between Paris and Riyadh in light of the cultural transformations taking place in the Kingdom, through the establishment of cultural and artistic institutions in the historical and archaeological region of Al-Ula, with French participation. The study led her to return to the early historical writings of French historians and travelers who traversed the Arabian Peninsula, where they immortalized their observations and impressions in narratives and testimonies recorded during their exploratory journeys, noting that the historical roots of the relations began in 1839, when the French consulate was opened in the city of Jeddah, and were strengthened in 1963, with the signing of the first cooperation agreements during the presidency of Charles de Gaulle. However, the French presence received a strong boost with the Kingdom’s accession to the World Trade Organization in 2005, making France the third largest investor in the Kingdom. The researcher highlighted the status of the Kingdom, which is located in the heart of the Arab world, deriving its significance from an ancient history spanning thousands of years, characterized by extensive commercial and civilizational exchanges, enriching its heritage with a unique legacy, solid values, and a cultural wealth rich in diversity. The study showed that the choice of France as a strategic partner for the Kingdom was based on a set of factors, foremost among them the internationally recognized French expertise in valuing, showcasing, and preserving cultural heritage. It emphasized that cultural partnerships do not threaten local identities but provide mechanisms for their reinvention and enrichment. The researcher focused on Al-Ula as a model project that embodies the possibility of combining rich civilizational heritage with the demands of modernity. The study revealed that Al-Ula today represents a meeting point between historical heritage and future aspirations, by highlighting the aspects of cultural cooperation between the Kingdom and France, of which Al-Ula is the most prominent and symbolic manifestation. The researcher had previously presented a study on the tourism aspects related to culture, communication methods, and the management of cultural activities, as part of her specialized learning stages, having completed specialized training at the Arab World Institute in Paris, UNESCO, and other cultural institutions.
